I think that's right. It is impossible and at best impractical to make a touring caravan theft proof. I think the Insurance Companies want to be sure that we take 'all reasonable precautions' and they sometimes stipulate some of these, but not always.
I think a minimum is hitchlock and a good wheel-lock, both to the Sold Secure Standard. Then an alarm or a tracking device.
.........but best of all I think is a very secure place to store it, and 'at home' isn't always best unless you can make it inaccessible. (Ours is behind a six foot stone wall, up a narrow driveway, blocked in by our two cars. If they want it they'll need a crane to lift it over the wall - and that has actually happened to others but if they really want it that bad they can have it. It's only a caravan and I can buy a new one.
Just don't ever leave valuable in it or personal stuff that is irreplaceable.
I have found that the greatest risk, even in a storage park, is theft from the caravan, vandalism, or teenage intruders using it as hideaway from school!!!
Don't get too attached to it and take all reasonable precautions.
